Jacques Abadie III, CPCM

Washington DC Chapter

 

Jacques Abadie III, CPCM is currently the Chief Procurement Officer for the District of Columbia.  He is a member of the current Mayor Anthony Williams’ Cabinet and leads the Office of Contracting and Procurement (OCP) responsible for all contracts awarded by the 58 separate agencies.  OCP manages approximately $1.8 Billion a year and contracts for goods and services including healthcare, public works, transportation, police and fire, as well as all of the major technology being introduced in the District.  Also, OCP is considered a national leader in the contracting for Homeland Security and has been a guest speaker for national seminars and conferences concerning Homeland Security.

 

Mr. Abadie has been a member of NCMA since 1988.  He served as National Director, Secretary, VP Programs and Education, and Chair of Recertification at the chapter level.  Nationally, he participated as the Functional Director for the CPCM Exam.  His responsibilities included authoring the CPCM exam twice a year.  Other volunteer efforts included an NES and chapter workshops as a program speaker on the Service Contract Act.  Mr. Abadie has been a guest speaker at chapter dinner meetings and has spoken at events sponsored by similar professional organizations.

 

Mr. Abadie holds an M.B.A. from Golden Gate University, San Francisco, CA and a B.S. in Economics from Weider University in Chester, PA.  He served as a commissioned officer in the US Army for 20 years.  Many of his assignments included contracting and contract administration duties both overseas and in the United States.  Major Abadie’s final assignment before retirement was as the Director of Contracts at Fort Sill, OK.

 

Deborah A. Ault, CFCM

Bluegrass Chapter

 

Deborah is currently a Contract Specialist/Contracting Officer, ACA Southeastern Region, Directorate of Contracting, Fort Knox, KY.

 

Ms. Ault has been a member of NCMA since 1992.  She has served as President, Treasurer, Membership Chair/Co-Chair, By-Laws Chair/Co-Chair, Newsletter Chair, NES Registrar and has held various other chair and co-chair positions.  Nationally, she has served as National Director and actively participated in the Bluegrass Chapter’s co-host role for the national president’s meeting in Cincinnati, OH, August 18-20, 2000.  She also, as a representative of the Bluegrass Chapter, assisted two new chapters in obtaining their charters (Gateway to the South and Nashville).  She has attended several regional leadership conferences and participated as a speaker at two of them.  Ms. Ault holds a B.S. from Bellarmine University and is a CFCM.

 


B. Carter Bryant, CPCM

Huntsville Chapter

 

Carter Bryant is currently the Director of Program Control, STG Division, SRS Technologies, Huntsville, AL.

 

Bryant has been a member of NCMA since 1991.  He served as President, Executive Vice-President, National Director and Small Business Chair for his chapter.  He has participated as a moderator for panel discussions held during a Small Business Fair in Huntsville.  Bryant has participated in and organized numerous local workshop programs.  In addition, Bryant has been active in leadership training conferences in the Southeast Region.  He has also represented NCMA as a guest speaker at a Corp of Engineers event honoring a long time NCMA member in the Huntsville community.

 

Bryant holds a B.S. from Middle Tennessee State University and an M.S.M. from the University of Alabama Huntsville.  He is also a CPCM.

 

Cindy Carrier

Mardi Gras Chapter

 

Cindy Carrier currently serves as Procurement Consultant for the Defense Logistics Agency by assisting Louisiana based businesses in securing and successfully completing administration and delivery on government contracts.  Cindy has been a member of NCMA since 1995.  She has served as Mardi Gras Chapter President-Elect, Education Chair, NES Chair, Nominations Chair and Hospitality Chair.  Cindy served as Registration Chair when the President’s Conference was hosted in New Orleans in 1998.  Cindy Carrier has published two articles dealing with government contracting in the Association of Government Marketing Assistance Specialists (AGMAS) “Connection” publication.  Cindy has shown active support of her chapter workshops as a program speaker and has been a guest speaker at meetings of similar professional organizations.  Cindy has served her local chapter by attending and assisting with Regional NCMA Leadership conferences.  Ms. Carrier taught a contracting class at Southeastern Louisiana University in Hammond, LA.  Cindy has been awarded several honors and recognitions including PTAC Center of the Year on a national level, a U.S. Corps of Engineers medal of honor and an “Outstanding Contribution to Small Business” by General Dynamics.  Cindy Carrier holds an MBA from Southeastern Louisiana University.  She is also certified as CCAS (Certified Contracting Assistance Specialist) through the national Procurement Technical Assistance organization known as AGMAS.

 

 

Christine Clark, CACM, CPCM   

Middle Georgia Chapter

 

Christine Clark is currently the Contracting Branch Chief for the Electronics Systems Branch in the Intelligence, Surveillance, Reconnaissance (ISR) Directorate at the Warner Robins Air Logistics Center in Georgia.

 

Christine Clark has been a member of NCMA since 1989.  She is currently serving as Program Chair for the chapter and has served as the Certification Chair for over 10 years.  In this capacity she led study groups for both the CACM and CPCM exams.  Christine has assisted with registration at an NES on Innovative Contracting and a Fast Response on Commercial Pricing.  She spoke on “Certifications” at a Southeast Region leadership seminar.  Christine has provided contracting classes for contracting trainees, production managers, and program managers.

 

Over the years in her career, Christine has an extensive listing of achievements.  She was competitively selected for Copper Cap Program- Phase I and II, completed all requirements to meet Level III Acquisition Professional Development Certification, maintained Sustained Superior for over 12 years, was awarded Outstanding Woman of Achievement in 1995 and 1999 top 4.   Christine was also awarded Employee of the Quarter for Leadership of LY Acquisition Reform Week in 1998, Team of the Quarter for LY World Wide LANTIRN Depot in 1998, Unit Compliance Inspection Recognition – Col. Case 2000, PK Team of the Quarter – Nominee Simplified Acquisition Procedure Training 2001, PK Team of the Quarter – Nominee J&A/SAMP Team 2001, Excellence Award AF Level U-2 J&A/SAMP 2001, LR Supervisor of the Quarter January – March 2002, and PK Supervisor of the Quarter January – March 2002.

 

Christine holds a Masters Degree in Logistics Management and a Bachelors degree in Business with an accounting major from Georgia College.  She holds both the CACM and CPCM certifications.

 

 

John Dobriansky, CPCM

Washington DC Chapter

 

John Dobriansky is currently a Supervisory Contract Specialist and Contracting Officer with the District of Columbia Public Schools, Washington, DC.

 

Mr. Dobriansky has been a member of NCMA since 1981.  He has held CPCM study classes for members of his Chapter. 

 

Mr. Dobriansky holds a BA in Economics from American University an MBA from George Washington University and an MSIM from Marymount University.  He is also a CPCM.

 

 

Debra Fawcett, CFCM

Southern Nevada Chapter

 

Debra Fawcett is currently the Contracts Manager for DynCorp Technical Services, LLC, Las Vegas, NV.

 

Fawcett has been a member of NCMA since 1992.  She has served as National Director, twice as President, Treasurer, Facilities Chair for the chapter and has served as National Director for the Hafa Adai Chapter.  She has actively supported the Southwest Region in preparation of the mid year leadership conference held in Las Vegas, NV.  She has shown active support in her chapter’s workshops as a program speaker on “Federal Acquisition Regulations.  She has also been a guest speaker at similar professional organizations.

 

Fawcett holds a B.S. from the University of Nevada Las Vegas.  She is also a CFCM.

 

Jim Grabulis

Northern West Virginia Chapter

 

Jim Grabulis is currently serving as the Director of the Office of Communications and Outreach at the U.S. Department of Energy’s National Energy Technology Laboratory (NETL).  In this position, he is responsible for communicating the Laboratory’s R&D initiatives and successes to the American public and industry stakeholders.  He was formerly the Director of Acquisition at NETL.  Prior to coming to NETL, Jim was the Regional Contract Manager for the Resolution Trust Corporation responsible for the disposition of assets of failed savings and loan institutions in the south central United States.  Jim’s experience in industry was with The Analytical Sciences Corporation (TASC), where he was the Director of Business Operations and Contract Support responsible for overall financial, programmatic, and contract support for a $100 million engineering operation supporting the intelligence community.  Prior to joining TASC, Jim served for 13 years with the U.S. Central Intelligence Agency (CIA) as a Senior Contracting Officer conducting the procurement of major R&D intelligence collection systems.

 

Jim is a very active member of the Northern West Virginia Chapter.  During his nearly 10 years as a member, he has served as both Chapter President and National Director.  He has also served as Vice President, and chaired the Professionalism, Education, and Awards committees.

 

Jim obtained his undergraduate degree in economics from the University of Connecticut in 1970 and an MBA from Boston University in 1975.  He is a graduate of the U.S. Army Command and General Staff College.  In his Army Reserve capacity, he served as the U.S. Military Academy’s Liaison Officer for Northern Virginia.  Jim is also very active in community service work, having most recently completed a term as President of the Cheat Lake, West Virginia Rotary Club.

 

 

Robert B. Harris, CACM

Georgia Carolina Chapter

 

Robert Harris has been a member of NCMA since 1990.  He has served his chapter as President, President-Elect and Education Chair.

 

Mr. Harris holds a Bachelor of Science - Accounting from University of Delaware.  He is also a CACM.

 

 

Alfred Modrall, CPCM

Huntsville Chapter

 

Alfred Modrall is currently a manager of Contracts at Computer Sciences Corporation (CSC), Defense Group in Huntsville, AL.

 

Mr. Modrall has been a member of NCMA since 1988.  He served as President, Treasurer and Membership Chair for his chapter.  Nationally, he has participated as a speaker for the NCMA World Congress in 1998.

 

Mr. Modrall holds a B.A. from the University of Tennessee, M.L.S. University of Tennessee and M.S. from Florida Tech.  He is also a CPCM.

 

 

Brian H. Ward, CPCM

Los Angeles/South Bay Chapter

 

Brian H. Ward is currently a Major Projects, Contracts and Subcontracts Manager for Northrop Grumman Space Technology in Redondo Beach, CA.  Mr. Ward has been a member of NCMA since 1978.  He has served as President, President-Elect, and Vice President Arrangements and is currently the National Director for his chapter.  In addition, Mr. Ward has served as the Functional Director, Awards for the Southwestern Region of NCMA.  He has led a team of four instructors in the National Education Seminar entitled, “Financial Analysis: Contract Management Applications”.

 

During his 29 years in the acquisition and contracting field, Mr. Ward has served in numerous contract and subcontract management positions: Administrative Contracting Officer and Procuring Contracting Officer, USAF; Division Manager of Contracts and Pricing, Science Applications International, Inc.; and Division Manager of Contracts and Subcontracts, Federal Systems Division, TRW Financial Systems Company.

 

Mr. Ward has experience with numerous agencies of the Government (DOD, Interior, Treasury, EPA, Energy, NASA, and the U.S. Postal Service).  He has contracted with the Royal Mail System of England and has negotiated contracts with many commercial companies through out the United States.

 

Mr. Ward is also a seasoned contracts management instructor having taught for several years a seminar entitled “Contracts: Government vs. the Commercial Sector to TRW program managers through out California.

 

Mr. Ward holds a B.A. in Political Science, Public Administration and Aerospace Studies from San Diego State University and an M.S. in Systems Management from the University of Southern California.  He also holds an “Award in Accounting” from the University of California at Los Angeles and he is a CPCM.

 

 

Dennis Wright, CPCM

Washington DC Chapter

 

Dennis Wright is currently the Vice President, Strategy and Marketing, Kellogg Brown & Root in Arlington, VA.

 

Dennis has been a member of NCMA since 1979.  He has been active in numerous chapters and has served as a panelist at NCMA chapter meetings and at the NCMA 21st Annual East Coast Education Conference.  In addition, Dennis has written two recent articles for NCMA entitled, “Commercial Activities: To Bid or Not to Bid” and “Service Systems Contracting, A Time for Change” which were published in Contract Management magazine.  He has also written other articles published in professional trade magazines, including Contract Service Association’s Linkage magazine.  He has been a guest speaker and panelist at conferences of similar professional organizations, including NDIA, NTSA, ICAF, NPGS and other institutions.  Dennis has conceived, designed, developed and published two thought provoking acquisition and contracting case studies entitled “Shoulder Launched Ant-Armor Missile System-Institutions Trainer (SLAMS-IT)”; and “LGOCAP and Balkans Support Contract”.  Both of these case studies have been used throughout industry and the government to increase awareness in how the government acquires goods and services and administers contracts.

 

Dennis holds a BSME from University of Nebraska and a Masters for Science Degree in Acquisition Management from the Naval Postgraduate School, Monterey, California.  He is DAWAI Level III certified in contracting, a member of the DOD Acquisition Professional Community and has been a CPCM since 1980.
